According to the official documents, the MoE has said, “There is a need to lay more focus on improvement of net enrolment at secondary level at both the level-lower secondary as well as upper secondary education.”

MoE however, said, “Challenges remain in reducing regional disparities and inequalities among secondary school-age students from different socioeconomic backgrounds.”

The ministry has asked the Union Territory (UT) of Jammu and Kashmir to analyze the issues to improve the learning outcomes of the learners.

“UT was requested to analyze learning outcomes and provide interventions to improve learning outcomes of the students. More access to learning opportunities and to improve learning and skills at all level and protection for children in emergencies,” it reads.

Earlier this year MoE has sought reasons for the drop in the number of students appearing in the Jammu and Kashmir Board of School Examination (JKBOSE).

The directives were made in a joint meeting held by the Secretary of Department of School Education and Literacy (SE&L) for MoE and Chief Secretary of Jammu and Kashmir Arun Kumar Mehta.

In the meeting, MoE had said, “The reasons for the drop in the number of students appearing in the Jammu and Kashmir Board of School Examination (JKBOSE) will be examined by the Chairperson of BOSE.”
