File applications 3 months in advance for foreign trips, Education Deptt tells officials

Srinagar, Jun 16: The School Education Department has asked its officials to submit applications and documents to their controlling officers three months prior to a visit abroad on private affairs.

It has been s leant that the department in a circular issued earlier has said, “All the officers or the officials of School Education Department who intends to visit abroad on private affairs shall submit their application along-with requisite documents to their controlling officers well before three months in advance.”

“Director School Education of Jammu and Kashmir regions and all Chief Education Officers shall adhere to the instructions issued by the Finance Department, General Administration Department on the subject matter and recommend the permission cases to visit abroad on private affairs to the Administrative Department well before two months in advance along-with all requisite documents including vigilance clearance of the officials,” it reads.

The department said that in 2019, an advisory has been issued by the finance department that the applications for grant of station leave permission to visit outside the Country on Private Affairs shall be decided by the concerned administrative department.

It also said that in 2021, the General Administration Department in a circular has also issued necessary instructions for granting permission to visit outside the country in favour of government employees.

“In spite of these instructions, it has been observed that such permission cases to visit abroad on private affairs have been forwarded and recommended to the Administrative Department by the concerned Directorates at the fag end of the proceeding of the officials outside the country even without providing requisite documents Viz vigilance clearance, copy of passport or visa, non-involvement certificate in any criminal or disciplinary proceedings etcetera,” it reads. kno
