It takes deptt of Rural Development 9 months to understand SO cannot be BDO, strikes down order only after complaint

Srinagar: It took nine months for Department of Rural Development Kashmir to understand that promoting Section Officer to the post of Block Development Officer was throwing rules and regulation to dust. There was no provision, whatsoever, under the Recruitment rules whereby a section officer can be assigned charge of the Block Development officer.

On Wednesday the government struck down the order, only after receiving the complaint that rules have been flouted.

Ali Mohammad Malla, Section officer, RDDK, was transferred and posted in the office of Assistant Commissioner Development, Kulgam. The order to promote him as BDO was passed in October 2017.

The order had said that he shall look after the work of Block Behibagh in addition to his own duties till the post is filled up substantively.

“The job profile of a section officer is entirely different from that of Block Officer is entirely different from that Block Development Officer and a section officer does not have any experience of the work of BDO or the designation below him as he is not a part of the promotional ladder envisaged for the post of BDOs,” the order to rectify the wrongdoing, reads.

The order to ‘rescind ab initio’ the previous order was passed by Secretary to the Government Sheetal Nanda.

The order further says that assigning the charge of Block Behibagh to Alli Mohammad Malla, Section officer, in addition to his own duties, vide gov order NO 282-RD&PR of 2017 dated 18/10/2017, has been found to be in gross violation of rules is terms of the above quoted rule position and also cannot be justified on the parameters of the experience and efficiency.

“The case has been examined in the department and it has been decided to rescind the government order… which is not only in violation of rules but also indicative of misuse of authority,” reads the order.
